Fiscal 2011 Budget Intents

As part of the responsibility of policy and budget oversight, the Council adopted the following intent statements as part of the 2011 Budget.

Provo City Municipal Council Fiscal Year 2011 Final Budget Intent Statements

June 15, 2010

RESPONSIBLE GOVERNMENT

It is the legislative intent, policy, and priority of the Municipal Council, to work with the Mayor, to:

  • develop a structurally balanced, long‐term, fiscal plan for the City of Provo, that is evaluated in frequent and regular intervals to maximize its continued relativity, and may establish program and activity‐based accounting practices, as permitted by law;
  • develop enhanced adequate public facility capital improvement plans, that continue to provide sufficient and reliable services to the citizens of Provo in a manner balanced with current and future revenue sources;
  • develop General Plan and/or master plan updates that appropriately outline the vision, goals, and objectives of the City coupled with priority and timing provisions that assign responsible departments for their implementation within the constraints of a Citywide long‐term fiscal plan;
  • develop policies that promote the adopted budget as a flexible policy tool that allows the Council and Mayor to adjust it as needed when unanticipated expenditures arise and to periodically examine the FY 2011 budget throughout the fiscal year to consider policy, procedure, and appropriations as needed, and to continue efforts to determine potential formal and informal budget improvements to enhance the transparency, accountability, and clarity of City budget processes and budget documents;
  • develop fee structures and schedules that appropriately off‐set the consumption of City resources by individuals and organizations or enhance the self‐sufficiency of City enterprise funds; and,
  • develop a comprehensive grant seeking program that identifies and obtains available grant opportunities which will further adopted Council legislative intents as well as adopted City policies and objectives.

ECONOMIC DEVELOPMENT

It is the legislative intent, policy, and priority of the Municipal Council, to work with the Mayor, to
encourage economic development through a thorough and aggressive economic development
strategy that:

  • focuses on increasing and diversifying the City’s revenue resources;
  • attracts quality jobs and businesses that retains City residents and attracts a talented and skilled workforce from abroad;
  • expands housing, retail, dining, and workforce opportunities in downtown Provo, the transit‐oriented development area, Mountain Vista Industrial Park, Southgate Retail Center, the reconstructed Interstate‐15 Center Street interchange area, the airport, and other areas of the City when needing to take advantage of favorable circumstances; and,
  • reexamines past recommendations from previously contracted consultants to identify any recommended efforts and examine and consider implementation.

QUALITY OF LIFE

It is the legislative intent, policy, and priority of the Municipal Council, to work with the Mayor, to
promote measures that enhance the quality of life in Provo by:

  • encouraging the enhancement and quality of Provo’s neighborhoods;
  • increasing a sense of security and protection throughout the City by, among other things, undertaking measures such as conducting police and fire department resources analysis as City resources allow;
  • protecting the scenic beauty and natural resources of the City, including the City’s canyons and mountain recreational areas, and shorelines;
  • enhancing the City’s parks, recreational and trails facilities pursuant to a timely and regular implementation schedule as revenues and funding sources become available; and,
  • identifying, promoting and protecting the City’s history and cultural heritage.

MAINTAINING AND ATTRACTING A QUALITY WORKFORCE

It is the legislative intent, policy, and priority of the Municipal Council, to work with the Mayor, to
provide incentives for maintaining and attracting quality employees, including offering

  • competitive wages and benefits and other measures that increase the stability of the City’s workforce.
